Our role is advisory and technical.

We support the design, implementation, and scale-up of policies, programs, and services by helping partners translate policy and evidence into action, strengthen national and sub-national capacity, and develop sustainable approaches that deliver long-term returns to a country’s human capital—transforming systems to become inclusive, safe, and nurturing so that children and youth are protected, engaged, and their rights to survive, develop, and thrive are realized.

Our areas of work include:

  • Analysis – Gap analyses, situational analyses, and diagnostic reviews to inform policy and program decisions
  • Capacity Building, Training, and Curriculum Design – Development and delivery of training packages, competency frameworks, and learning systems
  • Policy, Strategy, and Planning – Development of policies, guidelines, standard operating procedures, strategic plans, and action plans
  • Legal Support – Legislative reviews, legal analyses, and legislative drafting aligned with international standards
  • Mapping and Assessment – System mapping, service mapping, workforce assessments, and institutional reviews
  • Monitoring and Evaluation – Design and implementation of monitoring frameworks, evaluations, and learning systems
  • Program Design – Evidence-based program design and refinement, including prevention and response services

How to Work With Us


Maestral works with governments, development partners, and NGOs seeking technical expertise to strengthen systems, policies, programs, and systems for children, adolescents, and families. As a consultancy firm, we provide advisory and technical services and accompaniment across the full policy-to-practice continuum, tailoring our support to the needs and context of each partner.

We work closely with UNICEF at the global, regional, and country levels. Maestral is a holder of UNICEF Long-Term Arrangements for Child Protection (global)Public Finance for Children (global), and Ending Violence Against Children (Latin America and the Caribbean), which can be used as contracting mechanisms to engage our services.

Maestral has offices in the United States, Jordan, and the European Union, enabling us to operate across multiple regions and funding contexts.

Maestral is a consultancy firm and not a funding organization. We engage through commissioned technical assistance and advisory services and do not provide grants or direct financial support.
