Our Story


Mission: Maestral delivers global expertise to scale policies and programs that safeguard children’s rights and build long-term human capital.

Vision: Maestral sets the global standard in advancing child protection and wellbeing, in partnership with international, regional, and country expertise and leadership, to promote healthier populations, stronger economies, and more resilient futures.

Maestral International was founded in 2008 by Philip Goldman following years of work on the World Bank’s human development team. There, he collaborated with colleagues focused on developing and financing social services for vulnerable populations, often working to bridge silos across the social protection, health, and education sectors. Philip developed an interest in children and development policy after witnessing the devastating impact of Soviet-era institutionalization on children in the early 1990s. 

What became clear through this work was not only what was going wrong for children, but why. The close to one billion children experiencing violence and adversity were at the margins of the development dialogue in those days. Children’s outcomes were being shaped by fragmented systems—policies developed in isolation, services delivered without coordination, and investments that failed to account for children’s full developmental needs. 

The evidence was and remains compelling: when children are protected and supported within safe, nurturing families and communities, the benefits extend far beyond childhood, strengthening education, health, economic participation, and social cohesion over generations. Yet too often, child protection and wellbeing remained severely underfunded and disconnected from broader social and economic planning.

Maestral was created to help shift that trajectory. Beginning with a foundational collaboration with UNICEF to map and assess child protection systems, Maestral has focused on helping governments, communities, and their domestic and external partners move from isolated interventions toward stronger, more integrated systems. Since its founding, Maestral has delivered more than 200 projects across 100 countries, working with a wide range of partners to advance child protection, child and adolescent wellbeing, and social policy. This experience continues to shape Maestral’s role as a trusted technical partner, bringing global expertise together to support policies, systems, and services that put children at the center of long-term, sustainable development.

Maestral Founding

Maestral International was founded by Philip Goldman in 2008 to strengthen child protection systems and elevate children’s wellbeing within development agendas.

Child Protection System Mapping

Maestral partnered with UNICEF to develop the Child Protection Systems Mapping and Assessment Toolkit—a foundational project that helped advance a systems-based approach to child protection for a wide array of organizations across the globe.

Global Social Service Workforce Alliance

Maestral’s President was proud to be one of the founding supporters of the Alliance, which plays a critical role in promoting the workforce needed to help children to survive and thrive.

Joint Interagency Statement on Child Protection Systems Strengthening in Sub-Saharan Africa

In Dakar, Maestral facilitated a dialogue between multilaterals and non-governmental organizations to meet, discuss, prepare, and execute a Joint Interagency Statement on Child Protection Systems Strengthening in Sub-Saharan Africa.

Coordinating Comprehensive Care for Children (4Children)

As part of the USAID-funded 4Children consortium, Maestral provided global and country-level technical assistance to strengthen child protection, social service systems, and family-based care for children living with or affected by HIV and AIDS.

Ebola Recovery

Maestral was engaged by UNICEF to develop and populate a costing model for the comprehensive Ebola recovery program in Guinea, Liberia and Sierra Leone.

Changing the Way We Care (CTWWC)

Maestral co-founded CTWWC with Catholic Relief Services and Lumos, alongside funders including the MacArthur Foundation, USAID, and the GHR Foundation, advancing family-based care globally with demonstration countries in Kenya, Guatemala, Moldova, Haiti, and India.

Lancet Commission 

Maestral President served on the Lancet Commission on the Institutionalisation and Deinstitutionalisation of Children, and with Maestral colleague, co-authored two seminal articles outlining a global roadmap for transitioning from residential care to family-based alternatives.

Better Care Ukraine

In 2022, Maestral began working with UNICEF and the Government of Ukraine to reform the child protection system to prioritize family care and strengthen social services.

Global Campaign on Children’s Care Reform 

Maestral began supporting the UK Foreign, Commonwealth and Development Office, alongside the Better Care Network, as technical advisor to the Global Campaign on Children’s Care Reform, including the launch and implementation of the Global Charter on Children’s Care Reform.

Maestral MENA

In 2026, Maestral opened an office in Amman, Jordan, strengthening its presence in the Middle East and North Africa and reinforcing its commitment to locally grounded expertise in child protection and related areas.
