Focus Areas


We support governments, partners, and funders to build stronger, more equitable systems for children, adolescents, and families through technical leadership, evidence, and innovative financing. Across all three Hubs, our work spans system assessment, policy and program design, service delivery, capacity building, investment case development, and monitoring and learning—always in close partnership with national and local actors to achieve lasting impact.

Children’s lives do not fit neatly into sectors, and neither does our work. While each Hub has a distinct focus, they are designed to overlap and reinforce one another. Whether strengthening care systems, advancing child and adolescent wellbeing, or shaping inclusive social policy, we take a systems approach that recognizes shared drivers of vulnerability while strengthening protective systems for children.

Across all three Hubs, Maestral applies a consistent set of cross-cutting principles and approaches, including:

  • A life-course perspective, from early childhood through adolescence and young adulthood
  • Child rights–based and gender-responsive approaches
  • Social inclusion and disability inclusion, with a focus on the most marginalized
  • Systems strengthening, linking policy, financing, workforce, and services
  • Monitoring, Evaluation, Accountability, and Learning (MEAL) to inform action
  • Climate resilience and humanitarian sensitivity, including in fragile and emergency contexts

This integrated approach allows Maestral to work at the intersection of care reform, wellbeing, and social policy—supporting reforms that are practical, financed, and sustainable. Together, our work aims to deliver transformative, system-level change at scale—protecting children and youth and strengthening the systems that support them.
