For children and adolescents, wellbeing is not abstract: it determines whether they are safe, heard, supported, and able to thrive across every stage of life.

Strong, inclusive systems enable children and adolescents to realize their rights and full potential


Child and adolescent wellbeing is the physical, mental and emotional health, safety, learning, and supportive relationships to which every child has the right. However, high levels of poverty, social and financial inequalities, conflict, discrimination, inequitable access to basic services, and emerging challenges, often prevent many children and adolescents from realizing this. 

Prioritizing their wellbeing requires systems that both protect and strengthen the environments that shape their everyday lives: families, schools, communities, online spaces, and services. It means recognizing that risks and opportunities change across the life course. There is no single effective solution; responses must be tailored to the realities of children and adolescents and rooted in their voices and lived experience to be sustainable and effective.

Maestral approaches child and adolescent wellbeing through a rights-based, systems lens, grounded in protection, participation, and prevention. We work across policy, practice, and implementation to support governments, partners, businesses, and funders to respond to both long-standing and emerging risks—while strengthening the protective factors that allow children and adolescents to thrive. We connect multiple, complex issues within a broader child protection system strengthening approach.

Strengthening national and international organizations’ capacity to prevent and respond to harm by embedding safeguarding across policies, practices, and systems that prioritize the safety and dignity of children, adolescents, and adults at risk.

Promoting positive, non-violent parenting and family support to strengthen relationships, prevent harm, and build strong foundations for children’s and adolescents’ development and wellbeing. Addressing key barriers to positive parenting, including harmful norms, rigid gender roles, and mental health challenges.

Through the Child & Adolescent Wellbeing Thematic Hub, Maestral advances learning, innovation, and collaboration on current and emerging wellbeing challenges and solutions to ensure wellbeing is a lived reality for all children.

Project Examples


From ending violence against children, to safeguarding and online protection, to child justice, Maestral works across interconnected risks that affect children’s safety and wellbeing. The projects below illustrate how we strengthen systems to prevent harm, reduce risk, and respond effectively.

Rapporteur for Regional Ministerial Conference on Ending Violence against Children 

Latin America and the Caribbean

Maestral served as rapporteur for the October 2025 Regional Ministerial Consultation on ending violence against children in Latin America and the Caribbean, contracted by UNICEF. Building on momentum from the 1st Global Ministerial Conference to End Violence against Children held in Bogotá, where 22 governments in the Americas pledged concrete action, this consultation provided an opportunity to reflect on progress, examine effective policies, and identify strategies to accelerate change across the region. Development of a Multi-Sectoral and Costed National Action Plan for Prevention and Response to Child Protection issues, Gender-based Violence, and Domestic Violence in Jordan 2025-2030 

Middle East and North Africa

The Maestral team supported the Jordan National Council for Family Affairs (NCFA) and the UNICEF National Team for Protection in the development of a five-year costed, multi-sectoral, gender-responsive, disability inclusive action plan (NPA) to prevent and respond to Child Protection issues, Gender-Based Violence, and Family Violence.

Technical support to the Ministry of Population and Solidarity (MPS) of the Republic of Madagascar for: (1) Carrying out an assessment of the system for protection against violence; and (2) Drawing up a National Child Protection Policy for Madagascar, including a budgeted action plan and monitoring framework

East and Southern Africa

Maestral is working with UNICEF Madagascar to support the Ministry of Population and Solidarity in strengthening its child protection systems and policies. The project is addressing gaps in legal frameworks, governance, service delivery, and resources, with a focus on protecting vulnerable groups including children, women, people with disabilities, migrants, and marginalized populations. This project has two major components: I. Evaluation of the Protection System Against Violence; and II. Development of the National Child Protection Policy.

Study on Children with Offending Behaviour and in Conflict with the Law in Bulgaria

Europe and Central Asia

Maestral worked with UNICEF Bulgaria to assess the nature and extent of child offending in Bulgaria, including children below the age of criminal responsibility. The study is analyzed the current situation, evaluated existing services, gathered insights from children and caregivers, and reviewed the national legal framework to ensure compliance with international and EU standards, such as the UN Convention on the Rights of the Child (CRC). The study provides evidence-based recommendations to address gaps in legislation, policies, and services for children in conflict or contact with the law.

Disability-inclusive training module for social workers and the development of a parenting module for supporting parents and caregivers, Sierra Leone

West and Central Africa

Maestral is working with UNICEF to develop a comprehensive disability-inclusive training module for social workers at the Diploma level for the Civil Service College. This module aligns with international standards and national procedures on disability assessment and certification, designed and implemented in line with human rights and child rights frameworks, ensuring a rights-based approach.

Training on Safeguarding in Childcare Provision 

Middle East and North Africa
Latin America and the Caribbean 

The Maestral team worked with IFC, a member of the World Bank Group, to develop practical training sessions on child safeguarding for childcare providers and employers engaging third-party childcare providers to provide childcare services for employees. The training promotes and supports implementation of internationally recognized good practice, contextualised to national realities. Initial trainings will took place in El Salvador, Jordan, and Lebanon. This is now being expanded to other countries.
