Viktoria Perschler is an international consultant with over 30 years of experience in child protection and more than 15 years working on gender-based violence. She brings a strong combination of strategic analysis and practical implementation, working effectively at both national and community levels to design, monitor, and evaluate programmes and policies. Viktoria has collaborated with a wide range of stakeholders, including government ministries, UNICEF, UN Women, IOM, UNODC, OSCE, UN missions, EU Delegations, USAID, the World Bank and international and national civil society organizations. Her work includes developing inclusive national child protection and gender-based violence prevention strategies and action plans, conducting system and programme assessments and evaluations and delivering capacity strengthening and training for practitioners and institutions.
Her technical expertise is particularly strong in access to justice for children, child labour and trafficking, and prevention and response to sexual and gender-based violence. Trained as a lawyer, Viktoria has extensive experience supporting legislative reform, judicial reform processes, and broader human rights and rule of law initiatives. She is fluent in German, English, and French, with strong working knowledge of Portuguese, good command of Spanish, and basic Arabic. She holds a Master in Law and is based in Barbados.
