Shar Kurtishi is a public finance management (PFM) and social policy specialist with 25 years of experience supporting governments and international organizations to strengthen financing for social sectors, particularly those serving children and families. His work focuses on social policy related to public finance reforms, budgeting and expenditure analysis, and institutional strengthening to ensure that social protection, education, health, and child protection systems are adequately resourced and sustainable.

Shar has written global guidelines and contributed to numerous national and regional initiatives involving costing policies and plans of action, development of investment cases for social services, and design of Program-Based Budgeting and Medium-Term Expenditure Frameworks. His expertise includes public expenditure reviews, intergovernmental fiscal transfers, workforce ratio and costing models, and financial feasibility analysis for scaling social service workforce capacity. He has worked extensively with UNICEF, the World Bank, UNDP, and the European Union, including serving as a lead facilitator for Public Finance for Children training and contributing to global guidance on social service workforce ratios and costing. Shar holds a Master’s in Business Administration and is currently based in the United States.
