Bohdan Malyniak, DSc in Economics, is a Professor in the Department of Finance at S. I. Yuriy West Ukrainian National University in Ukraine, specializing in public expenditures with a focus on social budgeting, efficiency of public spending, development of the social services market, and participatory approaches to budget management. He brings more than two decades of experience supporting reforms to the organization and financing of social services in Ukraine.
Bohdan has played a key role in drafting legal acts and policy recommendations to strengthen social service delivery and financing. His contributions include the development of nationally approved frameworks such as the Procedure for Regulating Tariffs for Social Services, the Procedure for Determining Community-Level Needs for Social Services, and the State Standard of Social Day Care Services for Children with Disabilities. He is a prolific author of academic publications, textbooks, and training manuals on local finance and social service financing. Bohdan also has extensive experience delivering training for civil servants, experts, and non-governmental organizations on social service commissioning, deinstitutionalization financing, and improving the effectiveness of public spending.
