Dr. Bohdan Malyniak, DSc is a Professor in the Department of Finance at S. I. Yuriy, West Ukrainian National University, Ukraine. Dr. Malyniak specializes in public expenditures, focusing on social expenditure budgeting, tools for achieving public expenditure efficiency, development of the social services market, and participatory approaches to budget management. With over two decades of experience, Dr. Malyniak has been instrumental in drafting legal acts and policy recommendations aimed at improving the organization and financing of social services in Ukraine. His contributions include key documents such as the “Procedure for Regulating Tariffs for Social Services,” the “Procedure for Determining the Needs of the Population of an Administrative Territorial Unit/Territorial Community for Social Services,” and the “State Standard of Social Day Care Services for Children with Disabilities,” all of which have been approved by the government of Ukraine.
Dr. Malyniak is a prolific author of scientific publications, textbooks, and manuals, on local finance and financing of social services. He has extensive experience in conducting training for experts, civil servants, and members of non-governmental organizations on the development of social services, financial aspects of deinstitutionalization, increasing the efficiency of public spending, and the development of social services commissioning. Dr. Malyniak is an advocate of responsible use of budget funds to effectively meet the needs of the population and the interests of children.
